Government of Canada Announces Canada’s Ratification of 2010 IMF Quota and Governance Reforms

2011 was a busy, focused and successful one for our community. There are a number of reasons to say this and I figured important enough to number.

1. Unemployment numbers in our community dropped each and every month since January.

There are still more jobs to create and the recovery is a fragile one. No question however, that we are on the right track.

2. The Cairns Family Health and Biosciences Research Complex was built and is almost completed.

No longer is Brock the university up on the hill. The facility will boast almost 110,000 sq feet of Bioscience research, second to no other research facility or university in the country. It will in fact, rival the facility in place at the University of Florida. The link with the community and our local economy is through the incubator facility that will house small start up businesses. The true value of this investment is when we see the creation of manufacturing jobs through this facility. My close friend Jeff Cairns' dad Roy passed away in 2011.? One of his last significant commitments to his community was the Cairns' family investment and contribution to Brock. Roy had a feeling this is going to work and it's up to all of us to make sure we prove his feeling true.

3. Majority government on May 2nd of this year.

Yes of course, those who didn't vote Conservative may disagree with this from a partisan perspective, but truly what this country needed was a stable federal government for a number of years. We can all judge the results once we reach re-election time in 2015.

4. Completion of a number of economic stimulus projects in town.

The new parking garage, the Armenian community centre, the children's centre at the YMCA, the football/soccer facility at the 4-pad, a brand new airport, nGen technology and multi-media investments, to name a few, have helped bring our community into the modern era. They also created short and long term jobs that were sorely required.

5. St. Catharines/Niagara is at the forefront of the agenda in our nation's capital.

The direction we take as a government is inspired by and involves our community. In other words, we matter and we play a role. I have to compliment both Dean Allison and Justice Minister Rob Nicholson for being great spokespersons for our communities.

Turning to 2012, the economy and continuing to help create jobs will remain our community's most important focus. It's the responsibility of all of us local politicians at the federal, provincial, regional and municipal jurisdictions to work together and never lose sight of the fact that whatever we do must have a long term economic benefit to our city and our Niagara.

We've spent a ton, yes a ton, of taxpayers money in St. Catharines from all orders (levels) of government. All of those investments were made with the rebuilding of our local economy in mind. In other words, we aren't dreamers or creative folks any longer. We are now project managers who have to ensure that taxpayer's investments will do what we (politicians) said it would. In 2012 I'm focused on the results of these investments to ensure that the investors (taxpayers) get value for their hard earned dollars vis-?-vis property tax, regional tax, provincial tax and federal tax. Every one of us has to focus on providing the actual outcomes from each of these investments that prove they're delivering the results promised.

Heading into my 6th year as the MP for our city, I'm looking forward to playing my part and ensuring we do focus on our economy and continue to bring St. Catharines issues to Ottawa.

The Financial Information and Service Center (FISC) is a program of the Goodwill Industries of North Central Wisconsin, funded by the United Way and a grant from the Community Foundation, but they provide services we might all benefit from. Successful exploits can impact the availability, integrity, and confidentiality of the user's system.

Venice opener seeks to expose divisive stereotypes

VENICE, Italy (AP) ? Director Mira Nair views her new film, "The Reluctant Fundamentalist," as a chance to fulfill what she sees as her life's purpose: telling the stories of people whose lives straddle two worlds, like her own.

Fittingly, the movie premiered Wednesday as the opener of the Venice Film Festival, a city that historically has been a bridge between East and West.

"I believe that I have actually been put on this earth to tell stories of people like me, who live between worlds," the Indian-born and New York-based director told a news conference. "I am a child of modern India, but I was raised by essentially a father who came from Lahore, before it was partitioned" and became part of Pakistan.

The movie, based on the novel by Mohsin Hamid, tells the story of a Pakistani man with a bright future as a Wall Street analyst whose allegiances come under scrutiny following the Sept. 11 attacks.

The story unfolds as an American journalist, played by Liev Schreiber, interviews the once-promising financial analyst Changez Khan, portrayed by British actor Riz Ahmed, after he decides to return to his native Lahore and against the backdrop of the kidnapping of an American academic.

Kate Hudson plays Changez' girlfriend and Kiefer Sutherland is his former Wall Street mentor in New York City flashbacks.

Making the film gave Nair an opportunity to explore Lahore, which she had first visited only six years ago, and the city's music, poetry and Urdu language infuse the film.

"Modern Pakistan is nothing what you read about in the papers, which is full of corruption, beheading and terrorism and so on," Nair said.

Nair said she was drawn to Hamid's novel because "it was essentially a dialogue between East and West."

"We all know there has been an enormous schism, a wall between East and West, since, in this last decade," she said. "So I sought very much in the dialogue between America and the Islamic world in 'The Reluctant Fundamentalist' to really bring some sense of bridge-making, some sense of healing, a sense of community that goes beyond the stereotypes, goes beyond the myopia, goes beyond the ignorance."

Ahmed's character, Changez, is in love with the opportunity the United States offers him, and he is smart and brash enough to catch the eye of Sutherland's Jim Cross who sees himself in the hungry outsider and promotes him. "God Bless America, indeed," Changez says at one point while playing varsity soccer for Princeton. "And God bless its level playing fields."

Nair plays handily with the notion of "the other" and the role appearances play in promoting stereotypes.

It's not surprising when Changez is profiled at the airport returning from a business trip to the Philippines just days after the Sept. 11 terror attacks. But it gets more personal when fellow associates start whispering behind his back as he grows his beard longer in an exploration of his identity.

"Looks can be deceiving," Changez tells the reporter as they start the interview in a teeming Lahore tea house. "I am a lover of America."

Nair also seeks to expose the roots of fundamentalism, not just religious fundamentalism that inspired the 9/11 terrorists, but also what the film calls "economic fundamentalism" of the West, epitomized by the Wall Street firm. Each pulls on Changez' loyalties.

The 9/11 attacks are a pivotal moment in the film, which is showing out of competition at the festival.

The movie also marks a watershed for Nair, who was awarded Venice's top prize, the Golden Lion, for her movie "Monsoon Wedding" just days before the World Trade Center collapsed. She had left Venice to promote that movie in Toronto when the attacks occurred.

It took her a week to get back to New York and her husband and son.

"It was quite shocking when I got back because it felt like images I had seen in my part of the world, refugee camps, helicopters, a sense of war, a war zone, and it was in our backyard," she said. "And so suddenly, (New York) became a place where people who looked like us were 'the other.' And that was painful, and that was also part of the inspiration to try to make this film."

This year's festival ends Sept. 8.

Game Over: Sony Planning Possible 'Console Wars' Movie ...

When you hear of a ?console war? it brings all sorts of images to your head ? various gaming systems battling it out in a field of red rings and shattered motion controllers comes to mind.

In actuality, it?s an ad-driven competition between various gaming companies to see which one will be the top dog of the industry. Sounds a little less pleasing after hearing that, but to Sony it sounds like?the perfect movie.

For those that have paid attention to this ?war? here?s a quick run down of events: Sega and Nintendo used to be the kings of the gaming world, then Sony and Microsoft waltzed their way into our homes with brighter graphics and sleeker systems.?Now Sega just makes games to stay alive?and Nintendo decided to play with its Wii in the corner, leaving Sony and Microsoft to duke it out alone. That is the quickest, simplest?version of the last 20 years of gaming.

Other then those names, most regular people might not understand the everyday, behind-the-scenes details and tactics of those same companies in a big-budget movie. According to gaming news site Joystiq?though, this hasn?t stopped Sony from registering a list of domains in preparation for the Console Wars, their tale on the everlasting war between consoles and developers. Kris Tapley of In Contention has commented on this news, saying he?s heard about the project and that it?s going to be like Social Network, but for video games.

BOSTON (AP) ? Mitt Romney may not have set out on the road to the Republican presidential nomination if not for a private meeting between strangers.

More than a decade ago, the 54-year-old Olympics CEO was at a crossroads as the closing ceremonies of the 2002 Winter Games approached. That's when Kerry Healey, head of the Massachusetts GOP, traveled across the country to meet with Romney. Inside the privacy of his office, Healey pressed the longtime businessman to run for governor. French figure skating judges waited outside as the meeting ran long.

"We had never met before. It was a cold call," Healey recalls.

Romney would soon agree to run, a decision that opened the next phase of his life.

Nine months after that February 2002 meeting, Romney was elected governor of Massachusetts. The post became the launching pad for a national political career that reaches its pinnacle Thursday when he accepts the Republican presidential nomination.

Those who know him well say it was not ambition that pushed Romney into politics anew after a failed 1994 Massachusetts Senate run. Instead, they describe a man driven to lead, likely the result of growing up in a family that emphasized service above all else. They say Romney truly believed in his own unique ability to solve problems.

He ran toward challenges, says longtime friend and business partner Bob White.

"A lot of people who just tuned in this presidential year haven't seen this history of stepping forward," White says. "It's that stepping forward that his parents talked about, not necessarily just public office. It how he's wired."

Indeed, Romney's father, George Romney, served as Michigan governor. He unsuccessfully sought the Republican nomination in 1968, later becoming a member of President Richard Nixon's Cabinet. Romney's mother, Lenore, later was an unsuccessful candidate for U.S. Senate.

It was clear early into Romney's one term as Massachusetts governor that he, like his father, saw opportunities to lead on a larger stage.

Less than a year after taking office, Romney sought and won the chairmanship of the Republican Governors Association. He raised tens of millions of dollars to help elect Republicans across the nation. In 2005, he made his first trip to Iowa, home of the leadoff presidential caucuses, to speak at the state GOP's fall banquet some weeks before President George W. Bush's re-election.

Romney would visit Iowa three times in 2005 and nine times in 2006. That year, he spent 212 days outside of Massachusetts. One trip included a visit to Iraq and Afghanistan to enhance his international credentials as his state grappled with a devastating flood.

His national focus hurt his standing back home. The fall before he left office, two in three Massachusetts residents disapproved of his job performance.

But by that time, there was little doubt Romney would seek the presidency. He already had declined to seek a second term as governor. He announced the formation of a presidential exploratory committee for the 2008 race on his next-to-last day as Massachusetts governor.

Romney quickly proved he was a prolific fundraiser and carved out a reputation that year as the conservative alternative to Sen. John McCain by shifting to the right on key issues after tacking more to the center as Massachusetts governor. He spent millions to win symbolic test votes and millions more to support a bloated staff.

Nearly always perfectly groomed and wearing a suit, Romney ended up struggling to connect with voters. His Mormon faith proved an impediment, especially in Iowa and South Carolina. And his reversals on social issues gave rivals fodder to tag him as a flip-flopping candidate with no core belief system.

Romney, who later acknowledged that his strategy was flawed, would ultimately lose the nomination to McCain.

Ann Romney vowed that her husband would not run a second time.

But feelings had changed around Christmas of 2010 when the Romney family met at the kitchen table to discuss the prospect of another bid.

"I said, 'Is it too late to fix the country? And Mitt said something interesting. He said, 'Well it is not too late yet, but it is getting late," Ann Romney told a Florida audience recently. "And knowing that there was still time, I said, 'There is no question whether we go forward or don't go forward, because it is up to you to save the country, and so we must go forward.'"

Romney was convinced he had to do things differently the second time around.

He worked to shed his buttoned-up image by wearing more casual attire, such as jeans, sneakers and shirts with the sleeves rolled up. Facing a weak Republican field, his campaign's rallying cry became "leaner and meaner." He hired a smaller staff and listened to fewer consultants. He stockpiled tons of cash and an outside super political action committee made up of former staffers did the same. He focused his pitch on the economy and defeating Barack Obama. And he walked a careful line between presenting himself as acceptable to the tea party ? a new insurgent group ? and catering to it.

Starting in Iowa, Romney and his allies eviscerated his rivals ? particularly former House Speaker Newt Gingrich ? on TV, burying them in negative ads. Romney was briefly announced the victor by a narrow margin before the Iowa GOP reversed course and declared former Pennsylvania Sen. Rick Santorum the winner. But by that point, Romney had cruised to victory in next-up New Hampshire. Gingrich then rose in South Carolina, shellacking Romney after casting him as a job-killer. Then came Florida, and Romney easily overtook the competition.

He clinched the nomination months later, then quickly set his sights on his next goal: defeating Obama.

Now Romney stands at the precipice of formally becoming the party's standard-bearer, and possibly the country's next president.

It's that image that first flashed in Healey's mind after her meeting with Romney a decade ago. By the time she left, Healey ? who would become Romney's lieutenant governor ? couldn't help but agree with the whispers that had already begun about his future.

Says Healey: "I had no doubt on my first meeting with him that he had the potential to be the president of the United States."

Fossil skeleton of strange, ancient digging mammal clears up 30-year-old evolutionary debate

ScienceDaily (Aug. 27, 2012) ? Shortly after dinosaurs like Tyrannosaurus and Triceratops went extinct 65 million years ago, Earth's ancient landscapes were filled with unusual mammals only distantly related to those alive today. Until recently, one of these creatures, Ernanodon antelios, was only known from a single, highly distorted specimen that raised many questions about its habits and evolutionary relationships.

In the most recent issue of the Journal of Vertebrate Paleontology, scientists describe a second specimen of Ernanodon that sheds new light on this curious beast from the dawn of the "Age of Mammals."

The remarkable new skeleton comes from rocks in Mongolia that were deposited 57 million years ago during a period known as the Paleocene Epoch.

"Ernanodon is a unique find and represents one of the most complete skeletons ever collected from the Paleocene of the Naran Bulak locality," said Alexander Agadjanian of the Borissiak Paleontological Institute of the Russian Academy of Sciences, co-author of the study.

The first specimen was discovered by a team of Soviet paleontologists in 1979 but remained unstudied for more than thirty years. The new specimen preserves most of the arms, legs, and backbone of the badger-sized animal, including many bones that were not preserved in the first specimen. The authors of the new study made detailed comparisons among the bones of Ernanodon and those of modern mammals and concluded that Ernanodon was highly specialized for digging. It may have dug for food, for shelter, or both.

"Only a handful of Asian Paleocene mammals are known by their postcranial skeleton, which makes Ernanodon a unique source of very important information about its habits, lifestyle, and affinities," said Peter Kondrashov of A.T. Still University of Health Sciences, lead author of the study.

The strong limbs and large claws of Ernanodon, combined with its unusual, simplified teeth, have caused much confusion about its evolutionary relationships. Some scientists thought Ernanodon was an ancient relative of modern armadillos and anteaters, whereas other scientists thought Ernanodon was more closely related to a group of African and Asian ant-eating mammals known as pangolins or "scaly anteaters." The new study concludes that Ernanodon was a closer relative of pangolins than armadillos and anteaters, but that it represents a very early side branch of the pangolin family tree.

"Few other fossil mammals presented as many controversies in the scientific world as Ernanodon did and we are glad the new skeleton helped us resolve them," Kondrashov added.

The sad occasion of Neil Armstrong?s death is a fitting time to review many of the facts and assessments of his life. Much of what was reported is accurate, and much is wrong ? some is even just plain silly.

Examples of the misinformation and silliness follow. Some of them might even be wrong, but it?s the way I?ve heard it.

Myth: Armstrong was picked for Apollo 11 because he was a civilian, and the White House wanted the first man on the Moon to be civilian, not a military pilot.

Fact: Armstrong wound up as commander of Apollo 11 through his methodical progression of backup and primary crew assignments throughout the Gemini and early Apollo program. Nobody knew when he entered that flow how many Apollo missions would be needed before the actual first landing attempt.

Myth: Armstrong "pulled rank" and got priority over his shipmate, Buzz Aldrin, who originally had been slated to be first man on the Moon.

Fact: On Gemini missions, the co-pilot did the spacewalks, while the commander remained in the spacecraft to keep control. But the deciding factor on Apollo seems to have been that the hinge on the inward-opening lunar module door was along the right edge, which meant that when the door was first opened, the commander had a clear path to crawl backward through the low door. The second astronaut could then easily move into the unoccupied commander?s space, and repeat the door manipulation. Getting the second pilot out first, while the commander was still in his workspace, would have been tricky in the cramped cabin.

Myth: Armstrong's "one small step" onto the lunar surface was actually a 3-foot jump down off the lunar module?s ladder to the ground.

Fact: Walter Cronkite, who was narrating the start of the moon walk and actually talked over most of Armstrong?s original comment ("What did he say?" he then asked Wally Schirra) appears to have first published this erroneous version. Cronkite, and legions of authors who followed his lead, overlooked the fact that Armstrong had already descended from the ladder and was standing on the garbage-can-lid sized lunar module leg footpad.

The astronaut then moved his left foot gently over the rim and onto the moon dust, a true "small step" as he described it. Nevertheless, numerous video replays of the moon walk, including some by NASA itself, relaid the audio track to incorrectly make the "small step" comment follow the first jump off the ladder.

Myth: Armstrong muffed his famous line about "one small step for A man" by forgetting to pronounce the "a.:

Fact: Armstrong himself recalls saying it, but the intermittent radio link may have suppressed the syllable. I personally heard the broadcast live while I was a "NASA trainee" at Northwestern University?s Technological Institute in Evanston, Ill., and when I immediately repeated the line for a colleague, I distinctly recall saying it as I had interpreted it: "That?s one small step for a man?"

Myth: After the flight, Armstrong withdrew entirely from public contact.

Fact: Armstrong certainly did not capitalize on his fame, and used the post-fame experiences of Charles Lindbergh as a cautionary tale. But he served on NASA committees, and regularly spoke to reporters, historians, and especially to fellow pilots at gatherings such as Oshkosh.?

Myth: During the moon walk, Armstrong made a cryptic comment, "Good luck, Mr. Gorsky," in honor of a childhood neighbor of his in Ohio whose outraged wife had screamed that she?d perform a sex act requested by her husband "when the kid next door walks on the moon."

Fact: The comment is not on any recordings or transcripts, nor was it heard by anyone in real time. It appears to have originated from a comedy routine by Buddy Hackett.?

Myth: Armstrong observed UFOs on the way to the moon, and again once he was down on the surface.

Fact: Most Apollo crews on the way to the moon noticed flashing lights "pacing" them, which turned out to be segments of their Saturn 5 launch vehicle, and especially the four panels of the "LM garage," which got jettisoned soon after launch.

"Secret moon transcripts" from science fiction writer Otto Binder and in tabloid newspapers of that era seem to have been entirely fabricated, since amateur radio operators back on Earth independently monitored many of the actual transmissions and heard the same things that NASA officially released live.?

Myth: Armstrong actually filmed all the moon surface sequences in Nevada.

Fact: Aside from the mind-boggling awesomeness of the actual mission, the genuine "unearthliness" of outer space produced scenes and sequences which just didn't "look right" to many viewers.

For example, mysterious "backlighting" of the shadowed regions of spacesuits and the LM raised suspicions of studio lighting, but were actually caused by backscatter from the lunar surface (which explains why the astronauts? shadows flat on the surface were still pitch black). But all other technical "objections" are bogus, despite the globally widespread ideological appeal of disbelieving the Apollo successes.?

Myth: As an astronaut facing an enormous physical challenge, Armstrong worked out tirelessly in the gymnasium to strengthen his body.

Fact: Although he lived on a healthy regimen, Armstrong rarely exercised, often explaining that he believed that a man was given a set number of heartbeats in his life and he wasn?t going to do anything to use them up faster. But even without exercise, he briefly sped up his own consumption of his allotment during the Apollo 11 landing.

Venezuela: refinery to restart in two days after fire

PARAGUANA, Venezuela (Reuters) - Venezuela's biggest refinery is on track to restart within two days, the energy minister said on Sunday, following an explosion on Saturday that killed 41 people in one of the global oil industry's deadliest accidents.

Energy Minister Rafael Ramirez said the fire resulting from the blast was contained in two storage tanks, reiterating that no production units had been affected by Saturday's pre-dawn disaster at the 645,000-barrel-per-day (bpd) Amuay refinery, which sits on a peninsula in the Caribbean in western Venezuela.

On Sunday, the skeletal remains of a National Guard barracks destroyed in the blast sagged amid broken concrete and rubble, to a backdrop of flames and huge plumes of smoke coming from the two burning tanks.

The explosion caused by a gas leak flattened some homes in the immediate vicinity, some of which were located just across the street from the refinery's fence. Puddles of petroleum mixed with water littered nearby roads.

The victims from Saturday included 18 National Guard troops and 15 civilians; six remain unidentified. On Sunday, two of the dozens of people wounded died in the hospital, a National Guard general told local media.

"The roof flew off the house, the fence was pulled up, the windows came out and broke on top of the kids' beds, it was horrible," said Ramon Diaz, 32, who lives in the nearby slum of Ali Primera. "We still scared, we look at those flames and we're still scared."

The incident is likely to have little impact on world fuel prices because Venezuela can use its existing fuel stocks to supply the South American country's domestic market as well as maintain exports.

Ramirez told Reuters that state oil company PDVSA was considering seeking floating storage in the area.

Families in the immediate vicinity of the blast were seen removing home appliances from damaged homes in trucks provided by PDVSA. Neither the company nor the government have made any statements about compensation for lost property.

Reuters witnesses said firefighters on Sunday did not appear to be trying to extinguish the blaze with foam as they had been on Saturday, suggesting that the authorities may have decided to let the remaining fuel in the tanks burn itself out.

Fire at one of the tanks that had been extinguished on Saturday broke out again overnight.

It follows a decade of repeated outages and accidents at installations run by state oil company PDVSA that have prompted allegations of mismanagement by President Hugo Chavez's government.

A PDVSA refinery official in a statement denied that the accident had been caused by inadequate maintenance.

AMONG THE DEADLIEST

"I want to honor these beloved brothers in arms of the National Guard who lost their lives fulfilling their duties," Chavez said in a statement. "With a tear in our hearts and our souls, we must bid farewell to so many comrades."

The blast ranks as one of the deadliest refinery accidents in the recent history of the global oil industry, approaching the toll of the 1997 fire at Hindustan Petroleum's Visakhapatnam refinery in India that killed 56, and topping the 2005 BP Texas City refinery blast that killed 15 workers.

Amuay had already partially shut operations at least twice this year due to a small fire and the failure of a cooling unit.

The high death toll was in part due to the location of the National Guard post, which was not moved when the refinery shifted the site of the storage tank area so that it was next to where troops were stationed.

Ramirez acknowledged to Reuters that the facility was too close to the refinery.

Many of Venezuela's oil installations have slum residences next to them, and in some cases are located in the middle of cities. In some places, families hang clothes out to dry on fences that surround small oil derricks.

Venezuela has traditionally been a key supplier of fuel to the United States, but U.S. reliance on the OPEC nation has declined sharply over the last five years due in part to repeated unplanned outages at Venezuelan refineries.

In the first five months of 2012, the United States imported just over 50,000 bpd of fuel from Venezuela, down from nearly 290,000 bpd in 2005, according to data from the U.S. Energy Information Administration. Venezuela still ranks among the top five suppliers of crude oil to the United States.

Amuay, together with a neighboring facility, forms part of the Paraguana Refining Center, the second-biggest refinery complex in the world, with an overall capacity of 955,000 bpd. Only India's Jamnagar complex is bigger, at 1.24 million bpd.

Truck drivers involved in fewer fatal DUI-related accidents ...

New data on fatal alcohol-impaired crashes reveals that truckers involved in large truck accidents were far less likely to be driving while impaired?than were drivers of smaller vehicles.

The study, recently released by the National Highway Traffic Safety Administration, looked at alcohol-impaired driving fatalities in 2010. It found, amazingly, that an average of one alcohol-related driving fatality occurred every 51 minutes during that year.

It also found that drivers involved in fatal car crashes were more likely to be driving while impaired by alcohol -- that is, driving with a blood alcohol content (BAC) over the legal limit of .08 -- if they were young and if they were driving vehicles that were smaller than large trucks.

Specifically, the NHTSA found that thirty-four percent of drivers aged 21 to 24 who were involved in fatal crashes had a BAC over .08. That percentage dropped to thirty percent for those aged 25 to 34, and to twenty-five percent for those aged 35 to 44. Only 8 percent of drivers involved in fatal accidents aged 65 to 74 had BAC levels over .08.

Looking at the types of vehicles driven in fatal DUI crashes, 23 percent of the drivers of passenger cars had a BAC over .08, as did 22 percent of the drivers of light trucks. Motorcycle drivers were the most likely to be over the limit -- 28 percent -- in fatal DUI crashes, while only 2 percent of heavy truck drivers involved in fatal DUI accidents had a BAC level that was over .08.

Finally, the study also determined that up to 70 percent of all drunk driving fatalities in 2010 involved drivers whose BAC was almost twice the legal limit.

Drivers should take note that from now through Labor Day weekend, law enforcement officials here in West Virginia and across the U.S. will be hitting the roads in greater numbers to catch drunk drivers as part of the NHTSA's annual "Drive Sober or Get Pulled Over" campaign.
