Apple Patents Battery-Saving Multi-Touch Displays That Don't Need To Be Active To Work

It's a neat trick, and one that could help portable gadgets save battery life by not invoking the most battery-hungry element in their construction nearly as frequently.

Texas Wind Insurance Assoc. seeks settlement talks

AUSTIN, Texas (AP) -- The Texas Windstorm Insurance Association board of directors voted on Monday to delay deciding whether the company that provides severe weather coverage to homeowners and businesses along the coast should go into receivership.

The association best known as TWIA has been in serious financial trouble for years and is $183 million in the red, mostly because of lawsuits filed after Hurricane Ike. The Texas Department of Insurance presented the board with a resolution for it to request rehabilitation through receivership, which is a legal status similar to bankruptcy that is intended to allow businesses to reorganize.

The association is the insurer of last resort for 266,000 homeowners and businesses who cannot find commercial insurance because of the risk of hurricanes or severe storms. TWIA relies on premiums and assessments placed on Texas insurance companies to subsidize the coverage because of the high risk of catastrophic losses.

Following major hurricanes and mismanagement, though, many question whether TWIA can provide coverage if another hurricane strikes because of recent court losses. The Legislature overhauled the association in 2011, but the problems persist.

Before the board met Friday, a bipartisan group of lawmakers from the 14 coastal counties wrote to the board demanding that it reject receivership, and six elected officials from the coast testified in person that it would create financial havoc in their communities. Receivership would freeze all ongoing lawsuits, make it more difficult for the association to find funding and delay payouts to policyholders who suffer losses.

While the board has raised premiums on homes and businesses along the coast, the letter from four Democrats and two Republicans pointed out that the board has not raised the assessments on insurance companies since 2008. When TWIA's executive director recommended hiking the assessment to finance the payouts for Hurricane Ike, the five board members appointed by the insurance companies rejected the proposal while the four members representing consumers approved it.

"It is not too late for the board to take action, to assess the member companies, put $600 million in the (association's) Trust Fund and shore up TWIA's funding situation which would eliminate the need to even discuss receivership," said the letter, printed on Houston Democratic Rep. Joe Deshotel's stationary.

The board did not rule out receivership on Monday, but said it would take up the issue again at its next meeting on May 21. In the meantime, the board recommended entering into talks to reduce the amount the association owes as a result of recent lawsuits.

The Legislature is also considering several measures that could change how the association operates.

Windows Store unofficially reaches 50,000 apps

It can be scary mustering developer support for a brand-new app platform -- just ask BlackBerry. Microsoft may feel slightly relaxed, then, if MetroStore Scanner's unofficial estimates are on the ball. It sees over 50,380 active Windows Store apps as of this writing, which isn't bad for a shop that reportedly had less than half this amount back in November. Whether or not you consider it progress compared to the rest of the market is another matter: the tally is a big leap over the estimated 14,000 apps in the Mac App Store, but it won't make either Apple or Google break out in a cold sweat when compared against the six-digit app counts of their mobile app stores. Microsoft currently declines to confirm the numbers, although the company tells us that the app count may vary from country to country. For now, it's safe to presume that a fair number of app writers are onside with Microsoft's tile- and touch-driven vision of the future.

I started a small coworking space five years ago in DUMBO called Studiomates, which has since grown into a 40-person force. We are all developers, designers, illustrators, writers, photographers, etc. I call it my happy place. I believe that my studiomates make me smarter and work harder.

JERUSALEM (AP) ? As the U.S. president prepares to reinsert himself in the Israeli-Palestinian conflict, his best hope may be to set aside grand hopes for a final agreement and make do with a partial deal.

An interim settlement would leave neither side with full satisfaction, and the Palestinians in particular strongly oppose it for fear that it will become permanent. But with gaps seemingly unbridgeable on the same key issues that have scuttled all previous peace efforts, a piecemeal approach may be just enough to yield a sovereign Palestinian state, albeit an imperfect one.

Barack Obama heads to the region Wednesday in a long-awaited trip whose agenda includes hopes of restarting negotiations. The White House has been careful to lower expectations, saying Obama will mainly listen and learn as he speaks to Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas.

But U.S. officials confirm the idea of an interim agreement, while not their preference, has been under consideration. One U.S. official, who spoke on condition of anonymity because he wasn't authorized to speak publicly on the matter, said new Secretary of State John Kerry "is looking for options on a way forward" and that an interim arrangement has been among several ideas being explored.

"The challenge of diplomacy is to try and find areas where progress can be made, and not always try and seek a complete solution when one is not in the cards at present," said Dore Gold, a former Israeli ambassador to the U.N. who has served as an informal adviser to Netanyahu.

Netanyahu's new government, which was inaugurated this week, includes key moderate partners that want movement on the Palestinian front and can bring down the government if they choose.

The Palestinians will be a hard sell. They want a state in all of the West Bank, east Jerusalem and the Gaza Strip, territories captured by Israel in the 1967 Mideast war. From their perspective to suffice with that territory ? leaving Israel with over three-quarters of what was British-ruled Palestine until 1948 ? is compromise enough.

"If Israel was serious it would have offered a solution based on the two states, but Israel wants to annex Jerusalem and large parts of the West Bank by such an offer," said Ahmad Majdalani, a member of the executive committee of the Palestine Liberation Organization.

Previous peace talks under more dovish governments all broke down despite offers that Israelis think should have come close. No serious negotiations have taken place in the past four years, since Netanyahu returned to power.

Netanyahu opposes a full pullout from the West Bank because it is a strategic highland, and to many Jews it's their biblical heartland to boot. Complicating things are 300,000-odd Jewish settlers preventing a clean pullout.

He also chafes at giving up any of east Jerusalem, which Israel has annexed, expanded, and populated with another 200,000 Jews, declaring it an indivisible part of its capital ? an idea generallyl rejected by the world community and the Palestinians who also claim east Jerusalem as the capital of their future state.

East Jerusalem also contains the combustible Old City, walled home to sensitive Jewish, Muslim and Christian holy sites; giving it up would be excruciating for either side.

Jerusalem mayor Nir Barkat speaks for many when he argues that Jerusalem can no longer be divided on practical grounds: the communities are too mixed and any effort to draw a border would yield a map so bizarre as to defy implementation. Sharing control seems even more far-fetched; free entry for Palestinians from the adjoining West Bank into a shared city would suggest potential free further passage to the rest of Israel ? yet Israel is determined to keep most Palestinians out as a security threat.

Further clouding the picture, the Palestinians demand the "right of return" of millions of refugees and descendants, whose families lost properties in what is now Israel. Israel rejects this out of hand, saying a mass influx would spell the end of the country.

And in a final complication, Hamas militants have controlled the coastal Gaza Strip since overrunning Abbas' forces in 2007, two years after Israel withdrew troops and settlers from there unilaterally. The Islamic militant group rejects peace with Israel, and efforts to reconcile with Abbas' rival government in the West Bank have repeatedly failed.

The landscape seems hopeless. But time is also working against both sides in different ways.

For Israel, a failure to divide the Holy Land into two states seems to be national suicide since the fast-growing Arab population in the area could soon outnumber Jews. If Gaza is included in the equation parity at about 6 million each looms even today; Palestinians argue that Gaza remains occupied because Israel controls its sea access and airspace and blockades most of its land border. Most Israelis, including the hard-line Netanyahu, acknowledge the status quo endangers Israel as a democracy with a solid Jewish majority.

For Palestinians, their dream of a state grows ever more distant as Israel continues to settle the West Bank and east Jerusalem with Jews. Although they increasingly wave the "binational state" threat as a default outcome of inaction, with its implications of the future demographic destruction of Israel, Palestinian leaders do seem to genuinely prefer the two-state option still possible ? if barely ? now.

A partial deal could provide relief for both sides. By decisively extricating itself from large parts of the West Bank, Israel would greatly diminish the demographic threat and blunt international criticism. The Palestinians would gain independence over much of the land they seek without having to drop their claims over east Jerusalem and refugees. What to do with Gaza could be left aside, along with Jerusalem, for a future final agreement.

Netanyahu, who won re-election by a whisker in January, has said his new government will make a renewed push for peace, though he has given no indication of how.

His new chief negotiator, dovish Justice Minister Tzipi Livni, told a security conference last week that while a final agreement must remain the goal, "I do definitely think that we need to think about additional possibilities in case we won't be able to end (the conflict), because a situation with a lack of a solution is unacceptable."

While Netanyahu's government is filled with hard-liners who reject any significant concessions to the Palestinians, he also could expect support from some prominent voices. Netanyahu's largest partner, Finance Minister Yair Lapid's Yesh Atid Party, has also demanded a serious peace push.

Silvan Shalom, a Cabinet minister in Netanyahu's Likud Party, voiced support for a provisional agreement. "Our goal is to reach an agreement (even) if it is in stages," he told Israel Radio Tuesday.

Israeli opposition leader Shelly Yachimovich, a fierce opponent of Netanyahu, said she would "seriously reconsider" joining his government if a temporary deal is reached.

Yossi Beilin, a former Israeli Cabinet minister who negotiated the interim peace accords with the Palestinians in the 1990s that created the autonomous Palestinian Authority, said another partial accord would make sense now. He noted that the "Road Map," a U.S.-led peace initiative from a decade ago, called for a Palestinian state with provisional borders in its second phase while the stickiest issues were worked out.

"The practical offer that America can bring to the table, and this is what I really hope Obama will bring tomorrow, is an attempt to help both of the sides to seriously check the realization of the second stage of the Road Map," he said.

Beilin said he has discussed this idea with Netanyahu and Abbas in recent months, and both were open to the idea.

"Mahmoud Abbas said he would be ready for something like this under two conditions. The first condition is that he will receive the vision of the final agreement ... and the second thing is that he receives the timetable until a final agreement. Obama can provide both those things in my opinion," Beilin said.

A Palestinian official who was present during the meeting confirmed the conversation had taken place but could not say whether Abbas was in agreement. He spoke on condition of anonymity because he was not authorized to reveal details of their meeting to the press.

In the end, it may come down to just how much land the Palestinians are offered as enticement ? but for now the skepticism is strong.

Majed Swailim, a Palestinian political scientist, said "no one can accept" an interim solution that falls short of their remaining demands. The final result, he warned, will a single state of Israelis and Palestinians who do not want to live together.

(Santa Barbara, Calif.) After almost four decades of absence from local waters, a special sea slug appears to be making a comeback, and marine scientists at UC Santa Barbara are eagerly anticipating its return.

With its vivid blue and gold colors and its discovery by UC zoologists in 1901, the nudibranch Felimare californiensis, also known as the California chromodorid, has been a favorite species of sea slug for UC marine scientists and students for decades. But while it held a special place in their hearts, it lost its place in local waters, which once included La Jolla, Corona del Mar, Malibu, and Santa Barbara, as well as all but the two westernmost Channel Islands.

"We'll be pretty excited if someone finds the nudibranch in mainland tidepools, after this 35-year hiatus," said Jeff Goddard, project scientist with UCSB's Marine Science Institute. His findings have been published online in a recent edition of the journal Marine Biology.

In the 1970's, the abundant F. californiensis started to disappear from Southern California, and by 1984, was extinct in the region. Its disappearance from the mainland, said Goddard, is unique among the 130 species of sea slugs known to inhabit California waters.

"Its decline is not shared by closely related nudibranchs with similar historical geographic distributions and mode of development," said Goddard, "and is not predicted by warming trends and climate variation over the past 40 years, including the strong El Nio events of 1983 and 1998."

In their paper, Goddard and his collaborators conclude that water pollution from the heavily populated and urbanized southern California mainland is the most likely factor, compounded by historical over-collecting of the nudibranch and habitat loss through the development of major ports and marinas. The researchers suspect that degraded water quality, which reached a low point in the Southern California Bight in the 1970's, affected either the slugs' food sponges or the cyanobacteria that live in a symbiotic relationship with the sponges, especially near the mainland.

However the deep blue slug with the bright gold spots reappeared in 2003 off Santa Catalina Island, and in 2011 the rare and highly sought animal was again spotted off Santa Cruz Island and off the coast of San Diego.

"Since the passage of the Clean Water Act in 1972, big strides have been made in reducing pollutants in the Southern California Bight, especially from large wastewater outfalls, and these improvements may have allowed Felimare californiensis to regain a foothold in the region," said Goddard.

The current population status of F. californiensis in Southern California remains tenuous, but Goddard is encouraged by its persistence at Catalina in marine protected areas, including the popular, no-take Casino Point State Marine Conservation Area (SMCA) and the recently established Blue Cavern SMCA.

He and the paper's co-authors, biology professor ngel Valds from Cal Poly Pomona; CSU Northridge student researcher Craig Hoover; and visiting colleague and sea slug expert Maria Schaefer plan to continue to monitor the population at Catalina, examine changes in genetic variation in the nudibranch since its decline, and study the distribution and abundance of its sponge prey.

Goddard is also collaborating with Mike Miller, webmaster of the popular Slug Site, on a video about the disappearance of F. californiensis for the 2013 San Diego Undersea Film Festival.

Online chatrooms may provide a beneficial forum where chronic pain sufferers can openly and safely communicate, as discussed in an article in Cyberpsychology, Behavior, and Social Networking, a peer-reviewed journal from Mary Ann Liebert, Inc., publishers. In "Cyberhugs: Creating a Voice for Chronic Pain Sufferers through Technology," author Karin Becker, University North Dakota, Grand Forks, describes the social stigma, gender politics, and professional repercussions that often discourage people affected by chronic pain from talking about it. Her study of the role that online chatrooms dedicated to individuals with chronic pain can have in establishing a sense of community revealed two key themes: the importance of validation and encouragement.

"Online chatrooms may provide another outlet for support for chronic pain sufferers and may work towards removing barriers this population often experiences," says Brenda K. 'Walking Dead's' Merle: 'Expect the unexpected'

Things haven?t been going so well for Rick Grimes and his gang since taking over the prison at the start of ?The Walking Dead?s? Season 3.

There have been dozens of walkers to take out, issues with devious prisoners, major losses for the group and a zombie-bomb attack, courtesy of The Governor and his Woodbury crew. Most recently though, the prison has taken on a new challenge -- letting Michael Rooker?s Merle Dixon back into the group.

An unpredictable character with a foul mouth, Merle is, ?sort of like your drunk uncle ... You can?t take him to a Christmas party or anything,? Norman Reedus, who plays younger Dixon sibling, Daryl, previously told Access Hollywood.

But, whether Merle will be able to fit in with Rick?s group at the prison remains to be seen. His concern for his brother, combined with his firsthand knowledge of The Governor?s dirty dealing style, already prompted him into a physical with Glenn (Steven Yeun) last week.

So what?s next? AccessHollywood.com spoke to Rooker to find out. We also chatted about his scenes with Reedus earlier in the season, and Rooker shared his thoughts on how Merle should be judged not by today?s standards, but by zombie apocalypse rules.

AccessHollywood.com: One of the things that?s been so fun this second half of Season 3 is you and Norman finally have some proper screen time together. You didn?t share the screen in Season 1, and you technically weren?t a character in Season 2 -- you were a vision of Daryl?s delusions.

Rooker: My character was still there and because of the way they wrote it, they have my bike, they have my stash, they keep bringing back and mentioning Merle. So, in a subliminal way, the audience is still sensing Merle?s presence. [It was very] interesting, very cool how that was sort of folded into what was going on in the show without my actual physical presence.

Access: When the second half of Season 3 rolled around, how excited you were to have interactions with Norman on screen?

Rooker: It?s about time, don?t ya? think? Holy s---! I was like, ?Oh my God; finally we get to actually have words together!?

Access: You two have an incredible chemistry ... Are you friends on set, do you do stuff together?

Rooker: When we work together, the scenes that we are together on screen doing are electrifying and the audience knows it, AMC must see it, it?s obvious and yet, there?s still not a lot of stuff that we do. It?s sort of like you bring it out there and then you take it away, probably making the audience want it even more and that?s what they did with Merle. And it?s kind of a cool way of putting it out there and then sort of hiding it [so] you?re constantly looking for Merle, you?re constantly wondering, ?Did Merle shoot the deer with the gun that went through and shot the kid?? You?re constantly wondering, ?Is Merle doing this stuff?? ... So I became for a while [there], the boogeyman, right?

Access: It?s true.

Rooker: It?s true, isn?t it (laughs). I mean, I sort of became the boogeyman and everything bad that happened, ?Merle must have done that!? ?Oh, I bet you Merle did that!? It was very interesting how the audience would sort of speculate [over] what happened to Merle and so by not telling it, was way more exciting to have this Merle that is sort of like omnipresent somewhere out there seeking his vengeful acts.

Access: We got to see Merle?s heroic side when the second half of Season 3 returned in February -- he worked to save his brother in the ring at Woodbury. Do you think that opened the door for your character to make some great changes or do you think Merle is always going to be a not great guy?

Rooker: Merle is not a not great guy. I think Merle is actually a survivor. His thinking is quite linear. A lot of the decisions being made, like for example, unfortunately there?s a child involved and unfortunately there?s a mother and a father and a son, think about it now -- you can?t keep judging Merle or any of these other characters by the way we live today in regular society. This is not regular society anymore. Society no longer exists. This is self-preservation. This is plain and simple survival of the fittest and if, in fact, you go around saving everybody or try to save everybody every time ... you risk your own life.

Access: And you waste energy.

Rooker: You?re expending energy fighting the zombies. Look, we just finished trying to find food to eat in the woods, we couldn?t, there was no food, we did not eat. We gotta be hungry, we gotta be weakened by this and Merle?s attitude is, you?re gonna go up there, pretty much risk your life, waste your energy, and you?re gonna save these people that in probably two days, three days? time, on down the road, they?re gonna end up being zombie meat anyway. This is the kind of thinking process that Merle goes through ... You want to live to see next week; don?t waste your time and your energy ... But, it?s interesting that his connection to his brother and his family is intense, there?s no one that he cares about more, no one that he cares about period, I think, but his brother and that?s just it, that?s the way it is. And he?ll do anything for his brother.

Access: What are we going to see of Merle ahead? He knows The Governor, he?s got some special inside knowledge, Rick?s facing some big decisions and then there?s the Daryl factor.

Michael: Yeah, I think that?s what motivated Merle in regards to going for his brother [and attempting to leave the prison last week] because he knows The Governor and he knows what a lying, basically piece of s--- the guy is and Merle?s thinking is, ?If I don?t? get there, my brother?s not gonna come back.? It was very interesting what went down and I think Merle -- the way I?ve been playing it -- even though he?s been in prison before and in the stockade while he was in the military and stuff, it?s not a good place for him. He doesn?t fare well behind closed, [locked] doors.

Access: Since your character knows him so well, what can you hint at about how dangerous The Governor truly is?

Rooker: It?s obvious how dangerous The Governor is. We just saw it ... It becomes quite clear that he?s not going to play the game by the rules, by most civil rules. He?s going to invite them in to bring in Michonne and then he?s going to slaughter them all.

Access: Can we expect Merle to help out Rick in the coming weeks? He certainly could use the manpower, let?s face it!

Rooker: Rick could use probably a good doctor at this point.

Access: It?s true, but he?s got Hershel.

Rooker: I mean a different kind of doctor. A doctor that can help him sort out his issues (laughs).

Access: I don?t think Dr. Phil survived the apocalypse, I?m gonna be honest.

Rooker: I don?t think so either (laughs).

Access: Can we expect Merle and Michonne to get along at all?

Rooker: You know what you can expect of Merle? You can expect the unexpected of Merle ... and I think that?s what the audiences like ... Merle is one of these guys that -- he is extremely unpredictable, you?re not sure where?s he?s coming from most of the time and we make it fairly clear in the show his commitment to his brother and his blood and from then on, whatever you get from Merle is hopefully gonna be a surprise and the less you know about Merle, as far as I?m concerned, the better. The more questions you have in regards to my motivations and all this kind of stuff, the better I like it. When you walk away from an episode that I?ve been in and you have more questions than answers -- I?ve done my job.
